How do we start our recruitment process through your agency?

COMPLEX RECRUITMENT PH believes that full transparency with client companies and applicants is key to ensuring provisions of high-quality and highly skilled workers. Thus, prior to candidate selections, COMPLEX RECRUITMENT PH initially prepares a customer due diligence form to get to know more about the company and its workforce requirements. During this stage, accreditation, recruitment process, and budget considerations are discussed.

What is DMW (former POEA)?

The Department of Migrant Workers (DMW), formerly known as Philippine Overseas Employment Administration (POEA), is the main government agency assigned to monitor, protect the rights and promote the welfare of Overseas Filipino Workers (OFWs). DMW is mandated to facilitate the overseas employment and reintegration of Filipino workers worldwide.

Why do I need to go through the accreditation?

The Accreditation of Principal Employer or a licensed Foreign Recruitment Agency is required for all employers hiring Filipino workers through a licensed Philippine recruitment agency. The Department of Migrant Workers/ DMW (formerly, POEA) requires accreditation to ensure that the actual jobs placements are existing in the country of deployment. More so, according to the 2016 POEA Rules and Regulations, Section 123, No employer shall directly hire an Overseas Filipino Worker for overseas employment; thus, there is a need for Employer / Principal Accreditation.

What documents are needed for accreditation?

The basic documents required to fulfill the accreditation requirements of the DMW for all employers going through a properly licensed POEA placement firms in the Philippines are as follows:

  • Special Power of Attorney
  • Manpower Request
  • Recruitment Agreement
  • Employment Contract
  • Business License
  • ID of the Employer/Principal
  • Other documents as required by the Migrant Workers Office
What is the Overseas Employment Certificate (OEC)?

The OEC is an exit clearance for migrant workers leaving the Philippines to work abroad. This document is issued by the Department of Migrant Workers (DMW). The OEC is proof that the Philippines government allows the person to work overseas. For this reason, the worker cannot legally leave the Philippines without the OEC.

What is this the mandatory insurance required by the Department of Migrant Workers?

Philippine Republic Act 10022 mandates that every departing newly hired Overseas Filipino Worker / OFW who is processed through an agency be covered by insurance to provide benefits for accidental death, natural death, permanent total disablement, repatriation cost, subsistence allowance benefit, money claims arising from the employer’s liability, compassionate visit, medical evacuation, and medical repatriation.

How do I choose candidates?

Once you given us the qualifications you are looking for, we will identify candidates in our database who match your requirements. After this, an initial prescreening interview will be conducted by our technical staff to ensure that each worker’s qualifications correspond to your requirements and match what is written on their submitted CVs. After the pre-qualification interview, the CVs/Resumes, together with the worker’s documents (e.g. passport, certificates), will be sent to your company’s email address for review.

How are the interviews conducted?

The interviews may be conducted through the agency’s office in person on principal accreditation/registration with the Migrant Workers Office/MWO (formerly, POLO) and the Department of Migrant Workers. In case of a personal interview, a Letter of Authorization must be presented to the DMW for proper acknowledgement. Interviews may also be conducted virtually (e.g., through Zoom, in Google Teams, etc.). Our recruitment team will also be ready to assist both clients and applicants during the interview process.

What if I have already found the worker/s I want to hire?

If you have already found the workers you are looking for, then we can process them at the Migrant Workers Office and Department of Migrant Workers for you. You, as an employer, will still need to go through the required accreditation. Once this is completed, we will contact the workers you intend to hire and start collecting their documents for processing at the DMW. Please note that adjusted placement fees (charged to the applicant) will still apply, and the employer will still be liable for insurance, visa fees, and airfare.
